Free Press Journal, Bhopal: DHE lower-level officials not address CM Helpline complaints but forward to higher authorities

BHOPAL: In an ideal example of shifting accountability, officials of lower level (L1 and L2) of the Department of Higher Education keep forwarding complaints made at CM Helpline to the higher officials. This has resulted in large backlog after which additional commissioner higher education has issued stern warning.

It has been observed that more than 50 per cent of the complaints could be addressed at the lowest level. Still most of the officials of L1 and L2 levels - instead of addressing them, forward it to the higher officials, said the letter written to additional directors of higher education department.

The additional commissioner of the department has now said that the complaints that could be resolved at the local level should be addressed within a week. Only complaints that are to be dealt with at the government level like policy-related issues or budget related etc should be referred to the L4 level.

ìIf complaints that could be dealt at the local level are sent to upper level, then proposal for suspension should be prepared against such official,í said the additional commissioner.

He has asked the additional directors to hold weekly video conference with the principals of colleges to monitor CM Helpline complaints and the way they are being addressed.

At present there are 565 complaints at CM Helpline lying pending at the L4 level whereas 331 complaints are pending at the L1 level.

Rewa has the highest numbers of unaddressed complaints with the CM Helpline with 120 complaints while Indore and Guna have 40 complaints each while capital Bhopal has 28 and Jabalpur has 20 unresolved complaints lying with the department of higher education.
