Mumbai: Bandra Worli Sea Link toll agency seeks reduction in daily revenue collection target

In a latest development, the toll collection agency for the Rajiv Gandhi Sea Link, also popularly known as Bandra Worli Sea Link, has asked for reduction in the daily revenue collection target under force majeure, said Kamlakar Phand, chief general manager (tolls), Maharashtra State Road Development Corporation (MSRDC). M/s MEP Infrastructure Private Limited collects toll on the said sealink.

The official explained that, due to the prevailing pandemic and enforced restrictions, vehicles on roads have drastically reduced. Therefore, they are unable to pay the pre-decided daily revenue collection amount, which is nearly Rs 43 lakh. The toll revenue collection is of the pre-COVID-19 time period.

“They want the set target of the daily toll collection to be reduced. Though we are working on it meanwhile, we have also floated a fresh tender mapping out the various other possibilities. Like what cost the participants/bidders can offer to us. Accordingly, a decision will be made," Phand said.

The fresh tender is to appoint eligible operators or Operation and Maintenance (I&M) of the sealink and collection of toll for a period of three months on actual toll collection charges basis. Interested bidders should have an average annual turnover of Rs. 6.75 cr in the last three financial years and net worth of Rs 3.40 crore in any one of the last three years. The bid security for this E-Quotations is Rs 13.50 lakh and must be paid online. In fact, it has also made it clear to the interested participants that all traffic data given is only indicative and their office does not bear any responsibility for its reliability and authenticity. Thus, they can make their own assessment of the traffic before quoting the offer price.

M/s MEP Infrastructure Private Limited has been collecting toll on the 5.6-km sealink and maintaining it since 2009. In January 2020, reportedly, the said contract term expired. MSRDC had then floated a tender looking for a temporary agency apart from floating a separate tender offering toll rights for 19 years for the first time. However, it did not attract bidders for both tenders due to the pandemic. Therefore, the previous contractor MEP Infrastructure was given the job of doing toll collection on a daily basis.

As per the government notification, MSRDC can collect toll from the sealink until 2039. While From the Versova-Bandra Sealink once ready, it can collect toll till 2052.
