It is part of ongoing Traditional Paintings Camp organised by Bharat Bhavan under its Sanskriti Aur Prakriti festival.

MPs in the pay of gambling companies are putting people’s health at risk | Matt Zarb-Cousin

MPs should be pushing back against a harmful industry, not taking gifts from it

The Blair government’s 2005 liberalisation of gambling laws was intended to be a two-sided deal. Regulation of gambling firms would be overhauled and liberalised, and in return they would operate as businesses within the UK, pay tax and be subject to domestic regulation. The gambling firms had other ideas, and moved offshore anyway – where they set up in tax havens like Gibraltar and the Isle of Man.

The Gambling Act might have been intended to turn Britain into the gambling hub of Europe, but it succeeded only in making us a leader in the amount of money we lose. We continue to export billions to gambling operators offshore, and with it jobs and corporation tax revenue. We then effectively import the cost of gambling harm, which Public Health England estimates to be £1.27bn a year. This exploitative mess has no upside for the country.

World Cup qualifiers: Northern Ireland v Italy, Scotland v Denmark – live!

I’m also looking forward to seeing how Chiesa does tonight. He has a real sense of timing, and his team are going to need that. We can almost assume that Switzerland will be Bulgaria – though we can’t forget what happened to Sweden in Georgia last week – whereas Northern Ireland away is a tough game and absolutely not one a team that needs to win would’ve picked.

England, then. Gareth Southgate hands out two debuts, both of them to Arsenal players: Aaron Ramsdale and Emile Smith Rowe. Ramsdale has a decent chance of challenging for the number one spot, because it doesn’t look like Jordan Pickford will ever become good enough enough to cement the jersey. Smith Rowe, meanwhile, has added numbers to all his fine work, and though competition for places - squad places - in attack is intense, he’s improved a lot, very quickly.

San Marino v England: World Cup 2022 qualifier – live!

The teams are out! The anthems play. England are in first-choice white, while San Marino wear a gorgeous one-off kit of orange, white and red, celebrating 90 years of the San Marino FA, and the country’s old flag. The fog that was hanging around for most of the day has thankfully lifted, though apparently one of the floodlights is only working at a quarter of its capacity, so it’s swings and roundabouts. We’ll be off in a minute!

This match is as jeopardy-free as it’s possible for competitive football to get. San Marino are the lowest-ranked country in the European qualifiers. They’ve lost all nine of their Group I fixtures, shipping 36 goals and scoring just the one. They’ve played England on seven previous occasions, England winning by a cumulative score of 42-1. But hey, San Marino will always have Davide Gualtieri and those seven seconds. Everything’s relative, so in the grand scheme of things, we can probably chalk this rivalry up as a draw.

China defends joining with India on coal 'phase down' instead of 'phase out' at COP26

China on Monday asked developed countries to first stop using coal and provide financial aid to developing countries to adopt green technologies, as it defended its move to join hands with India in calling for "phase down" instead of "phase out" of coal in the final text of the COP26 conference declaration.

Negotiators from nearly 200 countries accepted a new climate agreement after the COP26 summit in Glasgow concluded on Saturday with a deal, which recognises India's intervention for the world to "phase down" rather than "phase out" fossil fuels. "Low carbon transformation is an overriding trend and the goal all countries are working towards," Chinese Foreign Ministry spokesman Zhao Lijian said.

He was responding to a question on COP26 chairman Alok Sharma's reported comments that China and India need to explain to developing nations why they watered down the language on efforts to phase out coal at the conference and rejected calls for "phasing out" coal firepower instead opted to "phasing down". Zhao said, "We encourage developed countries to stop using coal first and also hope they can provide support to financing technology to developing countries."

Chinese official media has criticised the Western media for targeting China and India for pressing "phase down" use of coal power instead of "phase out" in the final text adopted by 197 countries at the COP26 conference which concluded last week.

Mira Bhayandar: MBMC asks private hospitals to display rate charts

In response to complaints related to overcharging by private hospitals for various treatment facilities in the twin-city, the Mira Bhayandar Municipal Corporation (MBMC) has finally rolled up its sleeves to keep a tab on any such fleecing tactics.

In a belated but much-needed move, the MBMC’s health department has served notices to the managements of private hospitals to display prescribed rates for healthcare services, including consultation, diagnosis, treatment, procedures, reports, services, room rent and bed charges.

The health department has given a 15-day ultimatum for hospitals to fall in line and install the display boards. The information must be displayed at prominent spots in the hospital, which should be easily visible to visiting patients and their relatives, civic officials said.

There are around 160 private healthcare establishments in the twin-city. The move is aimed at streamlining healthcare services, while ensuring that rates are capped in accordance with state government guidelines, said a health official. The civic administration is empowered to initiate punitive action against erring medical institutions.

FPJ Legal | Delhi pollution: SC asks Centre to hold emergency meeting; says 'hue and cry' over stubble burning without basis

New Delhi: The Delhi government on Monday filed an affidavit in the Supreme Court saying it was ready to impose a lockdown to curb air pollution in the national capital, provided it is implemented across the National Capital Region (NCR) and the neighbouring states.

The Supreme Court was hearing a petition by a 17-year-old Delhi student, Aditya Dubey, on the aggravating pollution. It said on Monday that the stubble burning by farmers contributes to only 4% to 10% to air pollution in Delhi since all "hue and cry" on it is without any scientific or factual basis. It pointed out that it’s the construction, industry, transport, power and vehicular traffic that are primarily responsible for the pollution.

It directed the Centre to call an emergency meeting with the states today (Tuesday) and decide by evening on the measures to be undertaken to tackle pollution. It also asked the Centre and the concerned state governments to implement "work from home" for its employees living in the NCR for the meanwhile. The matter will be taken up again on Wednesday.

“Please decide which industries can be stopped, which vehicles can be prevented from plying and which power plants can be stopped and how you can provide alternative power by then,” Chief Justice of India NV Ramana said. Two other judges on the Special Bench hearing the matter are Justices DY Chandrachud and Surya Kant. CJI Ramana refused to advise on measures to be taken and directed that after a decision is taken, the same be reported to the Court.

Solicitor General Tushar Mehta agreed with the court that the stubble burning was not a major cause of pollution since its contribution was maximum 10%. On behalf of the Centre, he suggested odd-even system of vehicles on the road, ban on entry of trucks and even lockdown as the most drastic step as suggested by the Apex Court last Friday.

“Dust control measures need to be taken at the construction site. We have suggested that diesel generating sets be stopped unless needed like in hospitals. Advise people with respiratory issues to avoid venturing out. Fines for ones indulging in garbage burning.”

To this, Justice Kant asked, “Are you agreeing in principle that stubble burning is not the major cause and has no scientific basis? Why not apply ban on entry of all vehicles to and from Delhi?”

On senior advocate Vikas Singh’s submission that the Centre’s affidavit shows an increase in stubble and paddy burning in Punjab and Haryana, the CJI asked,

“You want farmers to be blamed or what?”

Advocate Rahul Mehra, appearing for the Delhi government, reiterated that a lockdown may be imposed but due to lack of air boundaries, the entire NCR would need to be locked down as a whole.

Mumbai: Illegal immigrants held in Mira Road

After a brief lull, the Anti-Human Trafficking Unit (AHTU) attached to the Mira Bhayandar-Vasai Virar (MBVV) police have once again launched a crackdown aimed at flushing out illegal immigrants from the twin-city.

Acting on a tip-off, the police team, under the supervision of senior police inspector Sampatrao Patil, rounded up nine migrants, including two women suspected to be of Bangladeshi origin, from the Govind Nagar area of Mira Road. After the suspects failed to produce legitimate documents to authorise their stay in the country, they were arrested and booked under the relevant sections of the Indian Passport Act and Foreigners Act, the police said while also warning those who employ staff, especially construction workers and domestic help, without verifying credentials.

“While efforts are on to track down those facilitating illegal trafficking, we are also checking if more such immigrants are staying in this area,” said an investigating officer.

US president Joe Biden virtually meets Chinese counterpart Xi Jinping amid troubled US-China ties

Joe Biden and Xi Jinping have slurped noodles together in Beijing. They've shared deep thoughts about the meaning of America during an exchange on the Tibetan plateau. They've gushed to US business leaders about developing a sincere respect for each other. The American President has held up his relationship with Xi as evidence of his heartfelt belief that good foreign policy starts with building strong personal relationships.

But as the two leaders prepare to hold their first Presidential meeting on Monday, the troubled US-China relationship is demonstrating that the power of one of Biden's greatest professed strengths as a politician -- the ability to connect -- has its limits. "When it comes to US-China relations, the gaps are so big and the trend lines are so problematic that the personal touch can only go so far," said Matthew Goodman, who served as an Asia adviser on the National Security Council in the Barack Obama and George W. Bush administrations.

The White House officials have set low expectations for Monday's virtual meeting: No major announcements are expected and there's no plan for the customary joint statement by the two countries at the end, according to administration officials. The public warmth -- Xi referred to Biden as an "old friend" when Biden visited China in 2013 while the then-US Vice President spoke of their "friendship" -- has cooled now that both men are heads of state.

Biden bristled in June when asked by a reporter if he would press his 'old friend' to cooperate with a World Health Organisation investigation into the coronavirus origins. "Let's get something straight: We know each other well; we're not old friends," Biden said. "It's just pure business." Biden nonetheless believes a face-to-face meeting -- even a virtual one like the two leaders will hold Monday evening -- has its value. "He feels that the history of their relationship, having spent time with him, allows him to be quite candid as he has been in the past and he will continue to be," White House press secretary Jen Psaki said in previewing the encounter.

Biden and Xi, ages 78 and 68 respectively, first got to know each other on travels across the US and China when both were Vice Presidents, interactions that both leaders say left a lasting impression. Of late, there have been signs that there could be at least a partial thawing after the first nine months of the Biden administration were marked by the two sides trading recriminations and by unproductive exchanges between the Presidents' top advisers.

The Houthi takeover of the port, the scene of on and off fighting for more than 5 years, marks a significant breakthrough in a conflict that has seen territorial stalemate through much of this year, but hundreds killed in fierce fighting.

The incident came amid unconfirmed reports that Russia had carried out an anti-satellite weapon (ASAT) test – rare show-of-force demonstrations criticized by the space community because of the risk they create for crews in low Earth orbit.

‘I have to move my bike to get to the fridge’ – the UK boom in microflats

From rentals the size of a tiny hotel room to Barratt’s pocket-sized new-builds, the market is expanding

For Rioch Fitzpatrick, a 39-year-old dubbing mixer for television, home is a tiny studio flat smaller than a standard Premier Inn hotel bedroom. At just 19 sq metres (204 sq ft), his north London “microflat” has a shower and lavatory separated from the main room by a partition, without even a separate wash basin.

“It’s probably a bit odd, people coming in and seeing your bed in the kitchen, but I’ve just got used to it,” he says. “My neighbours live in a flat similar to mine – a couple with a two-year-old kid. That must be really tough.”

The flat was refurbished but there are annoying things – I have to keep moving my bike around to get to the fridge,” he says.

Not only ED and CBI, two-year extension for IB director, RAW secretary too

Extension of the tenure of the directors of Enforcement and Central Bureau of Investigation (CBI) up to five years through two separate ordinances on Sunday is only a half truth of the saga of extensions effected by the Modi government. Even while the Opposition parties were focused on Monday in flaying the two ordinances, the government on Monday brought in a yet another Gazette notification to allow extension up to two years to six top posts in the government, in the name of "public interest".

The extension in service was given to the defense secretary, home secretary, director of Intelligence Bureau (IB), secretary of the Research and Analysis Wing (RAW), the external intelligence agency, as also the directors of CBI and Enforcement.

The notification has been issued by the Department of Personnel and Training (DoPT) by amending the Fundamental Rules that were first brought into force on January 1, 1922 and last modified on August 11, 2018.

It says these extensions "will be given on a case-by-case basis for reasons to be recorded in writing, subject to the condition that the total term of such extensions does not exceed two years or the period provided in the respective Act or rules under which their appointments are made."
Senior Congress spokesman Dr Abhishek Manu Singhvi on Monday told a press conference that the extensions to be given on a case-by-case basis is to keep the sword hanging on the six posts to control the concerned officials.

Taliban launch operations against ISIS-K in Kandahar; 3 affiliates killed, over 10 detained: Reports

Provincial officials in the southern Kandahar province said that Taliban officials conducted large-scale operations against ISIS-K fighters in four districts of Kandahar province, Khaama Press reported.

It is the first time that the Taliban launched operations against the Islamic State of Iraq and Syria-Khorasan (ISIS-K) branch in Kandahar province.

Local residents have said that the operations started at midnight and continued until early morning the following day and claimed that three civilians have also been killed during the operations.

Taliban's provincial officials in Kandahar said that they killed three ISIS-K affiliates and arrested ten more but did not say anything about civilians, the report said. In the meantime, it is rumoured that an ISIS-K affiliate has blown his explosives in a room that killed the affiliate, the report said.

The provincial officials and interior ministry have not said anything about the casualties of the Taliban fighters. The ISIS-K has recently escalated their attacks in Afghanistan and has lately claimed responsibility for a deadly attack on Saturday in Kabul that left three killed and six wounded.

The Islamic State of Iraq and Syria-Khorasan branch (ISIS-K) confirmed that Saturday's explosion in the western part of Kabul was conducted by them, Khaama Press reported.

The explosion that happened on Saturday, November 13 in Dasht-e-Barchi of Kabul left three dead and six more wounded. It was first believed that the Afghan journalist Hameed Saighani was among those who died in the explosion but sources have told Khaama Press that Saighani was assassinated in the northern part of Kabul.

ISIS-K has claimed that they have planted bombs in a minivan that killed 20 people but the Taliban spokesperson Zabiullah Mujahid had said the incident that killed a civilian and wounded three more happened after the car caught fire, the report said.

21 people booked for vandalising Congress leader Salman Khurshid's house in Nainital

Nainital: Former Union Minister and Congress leader Salman Khurshid's residence in Uttarakhand's Nainital was vandalised on Monday, allegedly after his new book compared Hindutva with radical Islam. DGI (Kumaun) Neelesh Anand told ANI that 21 people have been booked in connection with the incident.

Sharing pictures and videos on Facebook, Khurshid wrote, "I hoped to open these doors to my friends who have left this calling card. Am I still wrong to say this cannot be Hinduism? So such is the debate now. Shame is too ineffective a word. Besides I still hope that we can reason together one day and agree to disagree if not more."

Condemning the incident, senior Congress leader Shashi Tharoor termed it as "disgraceful" and called Khurshid a "statesman who has done India proud in international forums". "This is disgraceful. Salman Khurshid is a statesman who has done India proud in international forums and always articulated a moderate, centrist, inclusive vision of the country domestically. The mounting levels of intolerance in our politics should be denounced by those in power," Tharoor tweeted.

The Congress leader got embroiled in controversy after he recently launched his new book 'Sunrise Over Ayodhya: Nationhood in Our Times'. Several political leaders have condemned Khurshid for his new book including Union ministers. Two Delhi lawyers have filed complaints on Thursday with Delhi Police against Khurshid, for allegedly defaming and comparing Hinduism with terrorism.

Madhya Pradesh: PM attacks Congress over status of tribal community, says previous govts’ crime need to be discussed on every forum

Bhopal (Madhya Pradesh): Underlining tribal community’s strength and culture right from ancient times and with sketches of legendary freedom fighters from the community members in the background on the dais Prime Minister Narendra Modi launched a scathing attack from Bhopal on Opposition Congress, though without naming it, for, he said, committing a crime in not giving due importance and priority to the community, when it was in power.

“The crime committed by previous governments in not giving due importance and priority to the tribal community needs to be spoken about continuously. It needs to be discussed on every forum”, said the Prime Minister while addressing a huge congregation of tribal community members drawn from various parts of the state, on legendary freedom fighter Birsa Munda’s birth anniversary on Monday observed as Janjatiya Gaurav Diwas.

Madhya Pradesh government’s tribal welfare department organised the congregation at Jamboree Maidan, BHEL.

The PM also announced that Janjatiya Gaurva Diwas would be celebrated every year from now on like Gandhi, Patel and Ambedkar Jayanti.

PM said, “There has been immense contribution of the tribal community to the journey of Indian culture. Can successes in the life of Lord Ram be imagined without contribution of tribal community? His spending time with the community played a key role in his transformation from prince Ram to Maryada Purushottam Ram. During the same exile period Lord Ram drew inspiration from the tribal community’s tradition, customs, way of living life and all other aspects of their life.”

He said the community had extended its help to legendary warrior Maharana Pratap and also played a key role in the freedom struggle.

“We are all indebted to them which can’t be repaid but we can perform our duties by preserving our legacy and giving it a due place”, he said.

He said, “Today, when we discuss the contribution of tribal community on national fora there are some people who get surprised. Such people don’t believe how immense contribution there has been from the community to strengthening of Indian culture. The reason behind this is that the country was not told about the community. Every attempt was made to keep the country in dark (about the community or even if something was told it was very little information that was shared.”

The PM said despite the community accounting for about 10% of the total population of the country their culture and strength were ignored for decades after the Independence.

“Grievances and pain of tribal, education of their children, their health hardly mattered for them (The then rulers)”, said the PM.

The PM said when he began his public life in Gujarat decades back he saw that certain political parties in the country deprived the tribal community of all the facilities and resources associated with development. Then, votes were sought repeatedly in the name of working on those deprivations. Power was gained (Satta paayi gayi) but what was supposed to be done for the community was not done.

When he got the opportunity to serve the country in 2014, he said, he kept in the interest of the tribal community as the topmost priority of his government.

“Today, in true sense the community is contributing to development of the country. The schemes for homes, toilets, free power and LPG, schools, roads, free treatment were implemented in tribal areas with as much speed with which it is being implemented in other parts of the country”, he said.
