This may not be the finest article ever published by the Guardian, or the best that I have written. After 17 days on hunger strike outside the Foreign Office, I have to admit I am slowing down both in my speech and in my thinking. Until the weekend, I was on a long plateau, but each day now feels like a descent. I am very tired. It’s probably the body saying, “be careful: do not take this too far”. It is not that I am hungry, although I have a strange desire for scrambled egg on toast, a food I do not especially like. The black coffee that I drank last week is now impossible. It makes me too sick. A couple of veterans have told me to take water with salt.

People ask whether this self-inflicted punishment is worthwhile. But I felt I had no choice: it seemed the moral thing to do. I felt that if I did not act, it was likely that within weeks my wife, Nazanin Zaghari-Ratcliffe, who has been furloughed from jail in Tehran, would be sent back for a second sentence. By acting, I hoped to forestall this.

Will drop hydrogen bomb on Wednesday to expose Fadnavis’ underworld connections, says NCP leader Nawab Malik

A visibly relaxed Nawab Malik shot back at the leader of the opposition Devendra Fadnavis after the latter’s allegations that he (Malik) had struck a deal with the Bombay blasts convicts. “I have never been accused of something like this before. I will drop a ‘hydrogen bomb’ on Wednesday to expose Fadnavis’s underworld connections and how he held Mumbai to ransom when he was the chief minister from 2014 to 2019 with the help of an underworld don,” he declared.

“Fadnavis is trying to malign my image by connecting me to blast convicts and the underworld. I have no relations with the underworld and never purchased any land from blast convicts,” said Malik. He claimed that Fadnavis had announced he would drop a bomb post-Diwali on his (Malik’s) links with the underworld but it turned out to be a damp squib.

“Fadnavis claimed that we purchased 1.5 lakh sq ft of land for peanuts and created fake tenancies. This is a false claim,” said Malik. He noted that the land was owned by one Munira Patel, from whom his family had leased land for a godown through their company, Solidus Investments Pvt Ltd.

“Patel approached us and told us that she wanted to sell us the land on which our godown that we had leased existed. We took ownership of the land and got the registration done through one Salim Patel, who had the power of attorney,” Malik said. He was responding to Fadnavis’s allegation that Salim Patel was the frontman of Haseena Parkar, sister of fugitive Dawood Ibrahim’s sister.

“We purchased the land from the original owner and paid the necessary registration fees. Fadnavis has spoken about the Mumbai bomb blasts and referred to one Sardar Shah Wali Khan. Khan’s father was the watchman of this compound and the family had managed to get their names on the property records, staking a claim on 300 metres of land. When we came to know about it, we paid them money to surrender their rights that they had created on this land,” said Malik. He announced that he was prepared to face an inquiry.

“’Madinatul Aman CHS', with over 125 tenants, has been there since 1984 and on the adjoining plot, there are slums. So, how is Fadnavis saying we created fake tenants to grab the plot at throwaway rates?” Malik asked.

“It is a well-known fact that Sardar Shah Wali Khan was a convict in the March 1993 Mumbai serial bomb blasts, but we had no deal with him. As for M Ishaq Patel’s alleged links with Dawood or his sister, he was the authorised power-of-attorney holder of the landlady," Malik said.

Malik reiterated that he and his family did not strike any land deal with the underworld as was falsely claimed by Fadnavis. ‘’All transactions, financials and documents are on record in the public domain. I would have given Fadnavis more details, which his aides have failed to,” he said.

MSRTC suspends 376 employees for defying Bombay HC order and continuing strike

The Maharashtra State Road Development Corporation (MSRTC) swung into action on Tuesday, suspending 376 employees from 16 divisions and 45 depots for defying the Bombay high court’s order and continuing with the strike. The authority’s move came a day after the state government, through a government resolution, formed a three-member committee headed by the chief secretary to look into the issues raised by unions. Bus operations at 247 out of 250 depots of the MSRTC remained suspended on Tuesday.

Transport Minister Anil Parab said a contempt petition was being filed over the ongoing strike of employees of the MSRTC. He made a fresh appeal to the unions to come forward for talks and call off the strike, to avoid further inconveniencing commuters.

“MSRTC is under huge financial burden. In the last two years of the Covid-19 pandemic, the situation has further worsened. Currently, the cumulative loss is Rs 12,000 crore,” he said. He added that the state government has fulfilled all the demands of the unions except the one one salary increment. He had assured that this would be resolved after Diwali.

Parab said that the decision about MSRTC’s merger with the state government could not be taken in one day. “It is not the issue of one corporation. There are several such corporations. The state government will have to take a policy decision. But while taking such a decision, the government has to consider the financial situation of the state, earnings and expenditure of the MSRTC,” he added.

Param Bir Singh extortion case: Two serving police officers remanded, sent to 7-day police custody

The two serving police officers held in the Rs 15-crore extortion case have been sent to seven days of police custody by a magistrate court on Tuesday. The police have also moved an application before the court seeking a non-bailable warrant (NBW) against former Mumbai Police commissioner Param Bir Singh also an accused in the case. If issued, it will be the third NBW against the former top cop.

The two police inspectors, Nandakumar Gopale and Asha Korke, who were arrested on Monday by the state Criminal Investigation Department (CID) were produced before the court while demanding their custody.

The Special Public Prosecutor in the case Shekhar Jagtap stated that they have found a connection between the arrested accused and also traced the 'Hawala operator' identified as Momin who allegedly received Rs 50 lakh from complainant Shyamsunder Agrawal's son.

Momin's statement has already been recorded and he accepted receiving the money, said Jagtap. While opposing Gopale's remand, his lawyer said that his client neither received any money nor the complainant has leveled any such allegation. While calling the allegations against Gopale absurd, his lawyer pointed out that it was mentioned in the FIR itself that "Gopale had asked DCP Akbar Pathan for Rs 50 lakh for not arresting Agrawal, how can a junior officer ask money from his superior, he questioned.

Gopal is currently posted at police training at Khandala while Korke is attached to the Local Arms division.

A reputed police officer from Mumbai police, Gopale was credited with solving many sensational cases. He investigated the IPL betting racket which led to the arrest of Gurunath Meiyappan, son-in-law of then BBCI president N Srinivasan. Gopale was also part of investigations of many other sensational cases including, the 26/11 terror attack case, Indian Mujahideen terror case, and journalist J Dey murder case.

Korke's lawyer has pointed out her clean record throughout her career while opposing the demand of custody and added that she has been cooperating with the investigation.

The police have also moved an application before the court for non-compliance of bail conditions by Sanjay Punamiya who was granted bail in the case. He was arrested in July along with co-accused Sunil Jain.

The Marine Drive police earlier in July registered an offense of extortion, threatening, and criminal conspiracy on the complaint by Mira Bhayandar-based developer Shyamsunder Agrawal who has multiple criminal cases registered against him.

As per his allegations, several crores of rupees had been extorted from him over several years for multiple reasons including not arresting him in an extortion case in which stringent Maharashtra Control of Organised Crime Act (MCOCA) was also pressed.

He also alleged that his former partner Punamiya was a ‘close aide’ of Param Bir Singh and had extorted several crores from him.

Vice Admiral R Hari Kumar named as next Chief of Naval Staff, will replace Admiral Karambir Singh

New Delhi: Vice Admiral R Hari Kumar will be the next Chief of Naval Staff, the Defence Ministry announced on Tuesday.

Vice Admiral Kumar is presently serving as the Flag Officer Commanding-in-Chief of the Western Naval Command.

He will take the reins of the Indian Navy on November 30 when the incumbent Admiral Karambir Singh retires from service.

"The government have appointed Vice Admiral R. Hari Kumar, presently Flag Officer Commanding-in-Chief Western Naval Command, as the next Chief of the Naval Staff with effect from the afternoon of November 30," the ministry said in a statement.

During his long and distinguished service spanning nearly 39 years, the Vice Admiral has served in a variety of command, staff and instructional appointments.

Vice Admiral Kumar's sea command includes INS Nishank, Missile Corvette, INS Kora and Guided Missile Destroyer INS Ranvir.

FPJ Legal: Court summons NCP leader Nawab Malik in defamation complaint filed by BJP worker Mohit Bharatiya

A magistrate court in Sewri on Monday summoned Maharashtra Minister for Minority Affairs and Nationalist Congress Party (NCP) leader Nawab Malik in a criminal defamation complaint filed by a Bharatiya Janata Party (BJP) worker and former president of the party’s youth wing, Mohit Bharatiya, stating that prima facie the words spoken by Malik were such that they had harmed Bharatiya’s reputation.

Metropolitan Magistrate PI Mokashi, in his detailed order, said that he had gone through the documents and video clips produced by Bharatiya and that they “prima facie reveal that accused Nawab Malik has spoken words in the press conference...various news channels and social media platforms so that it will be seen by public at large”. The court added that it was also prima facie proved that the words spoken by Nawab Malik were so that they harmed the reputation of the complainant. The ingredients of the offence of criminal defamation were prima facie proved, it said.

Bharatiya had approached the court with the complaint that Malik had linked him and his brother-in-law Rishabh Sachdev in a press conference and some TV interviews to the cruise case probed by the Narcotics Control Bureau (NCB). Malik had alleged that the BJP worker’s relative was let off along with one other person by the Central agency though he was among the 14 people it had detained on October 2, along with Aryan. He indicated that this was due to Bharatiya’s political influence.

Bharatiya said he was a businessman and had held posts such as president of the Indian Bullion and Jewellers Association and that the minister had misused his position to defame him. He had sought that the court summon Malik before it so that he could be dealt with in accordance with the law.

China's CPC kicks off key 4-day conclave to authorise unprecedented 3rd term for President Xi Jinping

Hundreds of senior officials of the Communist Party of China (CPC) began a key four-day conclave on Monday to deliberate and pass a rare “historical resolution” of the 100-year-old ruling party, and pave the way for an unprecedented third term for President Xi Jinping.

The 19th Central Committee of the CPC started its sixth plenary session. About 400 full and alternate members of the CPC Central Committee are taking part in the plenum, state-run Xinhua news agency reported.

Xi, the General-Secretary of the CPC Central Committee, delivered a work report on behalf of the political bureau and made explanations on a draft resolution on the major achievements and historical experience of the CPC's 100 years of endeavours, the report said.

Xi, 68, holds China's all three power centres -- General-Secretary of the CPC, Chairman of the powerful Central Military Commission (CMC) which is the overall high command of the military, and the Presidency, and is set to complete his second five-year tenure next year.

Politically, the meeting is regarded as significant for Xi who -- in the last nine years of his tenure in power -- has emerged as the most powerful leader after party founder Mao Zedong. Xi is widely expected to continue for a third term unlike his predecessor Hu Jintao, who retired after two terms, and perhaps may remain in power for life in view of a key constitutional amendment in 2018 which removed the two-term limit for the President. He was also made “core leader” of the party in 2016, a status enjoyed by Mao.

The plenum is being held ahead of the next year's party Congress which was expected to appoint a new leadership. “The purpose (of this plenum) seems to be to review the party's governance in history, and to pave the way for the future leadership and their policy direction,” said Gu Su, a political scientist with Nanjing University. “It will also need to praise the achievements of the current leader,” Gu told the Hong Kong-based South China Morning Post.

The in-camera meeting is being held in Beijing under tight Covid-19 control measures as the city in the last few weeks has reported several cases of coronavirus, prompting officials to tighten entry and exit controls. Except Xi, most of the officials, including Premier Li Keqiang, are expected to retire after completing the two terms.

Ahead of the meeting, state media has eulogised Xi's leadership with the party's mouthpiece People's Daily carrying a front-page feature stating that the decision to make Xi the core of the leadership in 2016 and to include that in the party's Constitution the following year was “a blessing for the party, the country, the people and the Chinese nation”. “Every Chinese must support (Xi as) the core. Every party member must follow him as the core,” the Post quoted People's Daily article as saying.

In its commentary profiling on Xi, Xinhua said, since being elected General-Secretary of the CPC Central Committee in November 2012, “China is becoming a powerful country, and is now entering an era of strength. On the new journey, Xi is undoubtedly the core figure in charting the course of history”.

An official statement said the draft resolution submitted by the Political Bureau to the meeting for deliberation has outlined CPC's “remarkable achievements over the past 100 years” and showcased its progress under Xi's leadership.

“China has further consolidated its international status. All these factors have provided the cause of national rejuvenation with more robust institutions, stronger material foundations, and a source of inspiration for taking greater initiative,” the statement said.

COVID-19: US lifts pandemic travel ban, opens doors to visitors

Washington: The US lifted restrictions on Monday on travel from a long list of countries including Mexico, Canada and most of Europe, allowing tourists to make long-delayed trips and family members to reconnect with loved ones after more than a year-and-a-half apart because of the pandemic.

Starting Monday, the US is accepting fully vaccinated travellers at airports and land borders, doing away with a Covid-19 restriction that dates back to the Trump administration. The new rules allow air travel from previously restricted countries as long as the traveller has proof of vaccination and a negative Covid-19 test. Land travel from Mexico and Canada will require proof of vaccination but no test.

Airlines are expecting more travellers from Europe and elsewhere. Data from travel and analytics firm Cirium showed airlines are increasing flights between the United Kingdom and the U.S. by 21% this month over last month. The change will have a profound effect on the borders with Mexico and Canada, where travelling back and forth was a way of life until the pandemic hit and the US shut down nonessential travel.

Malls, restaurants and Main Street shops in US border towns have been devastated by the lack of visitors from Mexico. On the boundary with Canada, cross-border hockey rivalries were community traditions until being upended by the pandemic. Churches that had members on both sides of the border are hoping to welcome parishioners they haven't seen during the pandemic shutdown. Loved ones have missed holidays, birthdays and funerals while nonessential air travel was barred, and they are now eager to reconnect.

According to the Centres for Disease Control and Prevention, the US will accept travellers who have been fully vaccinated with any of the vaccines approved for emergency use by the World Health Organisation, not just those in use in the U.S. For air travellers, the airlines are required to verify vaccine records and match them against ID, and if they don't, they could face fines of up to nearly $35,000 per violation.

Airlines will also collect information about passengers for contact tracing efforts. There will be CDC workers spot-checking travellers for compliance in the US. At land borders, Customs and Border Protection agents will check vaccine proof. The moves come as the US has seen its Covid-19 outlook improve dramatically in recent weeks since the summer delta surge that pushed hospitals to the brink in many locations.

Maharashtra: MACT orders Rs 66 lakh in compensation to kin of accident victim killed in 2012

A Motor Accident Claims Tribunal (MACT) has ordered over Rs 66 lakh in compensation to the minor children, widow, and mother of a 28-year-old who died in 2013 after a Bolero jeep knocked him and his friend down while they were on a bike.

The fateful incident took place on December 24, 2012, when Goregaon resident Baban Sangale, a self-employed diploma holder in dairy administration and animal husbandry was on his way with his friend from Sangamner to Nirman.

The friends had reached Kanhe village in Ahmednagar district around 5.30 pm when a jeep allegedly came from the opposite direction and hit the two-wheeler.

Sangale had sustained head injury among other injuries and died during treatment some days later at a Nashik hospital where he was taken later for better treatment. The family had claimed Rs 94 lakh in compensation from the owner of the jeep and its insurer.

The Bolero’s owner had not appeared before the tribunal despite being given the notice. The insurance company, New India Assurance Co. Ltd., had claimed in its response to the petition that the accident was caused due to the sole negligence or contributory negligence of Sangale and denied the claims for compensation of his family. It, however, did not present any verbal or documentary evidence to substantiate its claims.

Sangale’s family had claimed that he earned Rs 40,000 per month. The tribunal said in its judgment that no evidence is brought to prove the claim. It then considered his notional income at Rs 20,000 per month to calculate the compensation.

Tribunal member KR Joglekar directed that of the amount, Rs 5 lakh be given to Sangale’s mother, Rs 10 lakh each be invested in a nationalized bank for his children till they attain 18 years of age and thereupon be given to them. The remaining amount is to be given to his widow.

India summons Pakistan diplomat in Palghar fisherman killing

India on Monday summoned a senior diplomat from the Pakistan High Commission and lodged a strong protest on the incident of unprovoked firing on the Indian fishing boat, leading to the death of 32-year-old Shridhar Chamre from Palghar. Reports said that Shridhar, on board fishing boat Jalpari, was shot several times by Pakistan Navy’s marine commandos at the maritime boundary between the two countries near Okha in Gujarat’s Dwarka district. Shridhar resided in Vadrai fishing village at Palghar.

Sources said that India condemned “deplorable action by the Pakistani agency” of firing at an Indian boat and causing loss of life which is in contravention to all established international practices and bilateral understandings. They said it was reiterated that the authorities in Pakistan consider the issue of fishermen as a humanitarian and livelihood matter.

The government of Pakistan was also called upon to conduct an inquiry into the incident and to instruct its forces to refrain from such acts of unprovoked firing, the sources said.

Ghislaine Maxwell plans at her criminal trial to challenge prosecution claims that she “groomed” underage girls for the late financier Jeffrey Epstein to sexually abuse, and to offer testimony that her accusers might have faulty memories.

A letter from the lawyer Jeffrey Pagliuca, made public on Monday, outlines possible defenses to charges that Maxwell helped recruit and groom four underage girls for Epstein to abuse from 1994 to 2004, and engaged in sex trafficking of the fourth girl.

Barack Obama has called on world leaders to “step up and step up now” to avert climate breakdown, singling out China and Russia for being foremost among countries that are failing to cut planet-heating emissions quickly enough.

Obama said that while progress has been made at the Glasgow climate talks, including significant pledges made by countries to reduce methane emissions and to end deforestation, “we are nowhere near where we need to be at” in cutting emissions and that “most nations have failed to be as ambitious as they need to be”.
